DMFAS 6 remote installation, technical and functional training at the Central Bank of the Philippines

In January 2020, a new technical cooperation project started between the Bangko Sentral ng Pilipinas (BSP) and the DMFAS Programme for the implementation of DMFAS 6. However, these activities had to be suspended due to the current travel restrictions caused by the COVID-19 pandemic. In order to resume the implementation of the project, the BSP and DMFAS agreed to undertake these activities remotely. 

In March and April 2021, the DMFAS Programme converted the BSP DMFAS 5.3 database to be prepared for the remote installation of DMFAS 6. In May, DMFAS 6 was installed at BSP and the DMFAS Programme provided remote technical training to BSP’s IT staff. This is the first country that decided to use the latest Oracle database version 19c along with the new Oracle architecture known as Multitenant Oracle environment. The technical training was immediately followed by remote basic functional training from June 8th to 25th 2021 and it was delivered by a DMFAS consultant and the DMFAS Project Manager. This activity was attended by 17 participants and 21 observers from BSP.

As under similar remote training workshops provided in other countries, the activity was spread over three weeks. During the first and last week, a 3-hour daily remote training session was delivered by the trainers. Each remote training session was followed by assignments so that participants could practice lessons learned during the morning sessions. During the week in-between, follow-up activities took place. 

For security reasons, the BSP set up a local VPN connection for its own staff allowing them to carry out the exercises remotely from their own teleworking locations. The WebEx tool also allowed the DMFAS trainers to work on the BSP’s DMFAS installation and participants could also connect to the trainer’s DMFAS installation, exactly as it’s the case during standard DMFAS in-presential training activities.

In light of the success of these activities and the on-going Covid related restrictions, BSP and the DMFAS Programme agreed to quickly organized the advanced DMFAS training workshop also remotely to ensure timely project implementation and a swift transition from DMFAS 5.3 to DMFAS 6.
